Education

The Education Cluster in Sri Lanka aims to improve the quality of rapid response for education and Early Childhood Care and Development (ECCD) in conflict/disaster-affected regions of Sri Lanka . This is achieved through ensuring a more coherent and effective response by mobilising groups of agencies, organisations and NGOs to respond in a strategic manner across all key areas of activity and geographical locations affected by emergency.

Food / Food Security (Including Agriculture)

The Food Sector Coordination Group (FSCG) is a standard part of ongoing emergency response and was active in the post-tsunami response and in 2006 – 2007. It is made up of all Donor, NGOs, UN agencies in the food / food security field.
The FSCG is chaired by WFP with the support of FAO, In recognition of the significance of both food aid and food security (i.e. availability, accessibility and utilisation), in ensuring an effective emergency response to affected populations in food aid and nutrition related issues.

Health

WHO (World Health Organisation) Sri Lanka and the Ministry of Healthcare and Nutrition are the health sector leads in Sri Lanka. Together, we coordinate the efforts of all health actors in the country, pinpointing gaps and seeking to efficiently fill these gaps. The ultimate aim is to ensure the population of Sri Lanka is able to achieve the highest level of health possible, with equitable access to health services for disadvantaged groups.

Logistics

The Logistics Cluster’s objective is to provide a support platform for logistics coordination for all humanitarian actors in order to avoid duplication and to improve the effectiveness of humanitarian intervention. Non-Governmental Organizations, International Organizations and UN agencies are members of the Logistics Cluster. World Food Programme (WFP) is the Cluster lead for logistics. In Sri Lanka the Logistics Cluster supports humanitarian logistics by providing common transport and storage services in case of gaps and by sharing logistics related information.

   
Mine Action

The National Mine Action Programme operates under the leadership of the National Steering Committee on Mine Action (NSCMA), chaired by the Ministry of Nation Building and Estate Infrastructure Development. UNDP-supported District Mine Action Offices (DMAOs) in Batticaloa, Vavuniya and Jaffna help the Government Agents (GAs) to coordinate and manage mine and UXO clearance and Mine Risk Education in conflict affected districts.

   
Nutrition  

In Sri Lanka, the Nutrition Coordination Committee (NCC) was established in early 2005 with the aim to coordinate the Tsunami emergency response. The NCC provides a forum of all partners involved in emergency nutrition and consist of National Authorities, International and National and Local Organizations as well as UN Organizations. The NCC enhanced its scope and performs as “Nutrition Sector Coordination” on all aspects of emergency nutrition in Sri Lanka. It aims to ensure an optimal preparedness and a more predictable, effective and timely response to the nutritional needs in emergency affected areas.

   
Protection 

Protection covers a wide range of activities that are aimed at ensuring respect for the rights of all individuals, regardless of their age, gender or social, ethnic, national, religious or other background. This requires a collaborative and coordinated response by various national and international actors with diverse mandates, expertise and experience.

 
Shelter 

A Shelter Coordination Cell (SCC) was established under UNHCR in response to the recent mass movements due to the Tsunami. Later on, SCC has contributed immensely in providing Shelter to internally displaced people affected by the conflict. It is a technical knowledge bank for shelter related topics that coordinates responses on current displacement issues, plans, guides and prepares for future emergencies.

 
Water, Sanitation and Hygiene (WASH)

In order to enhance the capacity of the Government to coordinate all stakeholders involved in planning and responding to humanitarian emergencies arising in the country, a Water and Sanitation Emergency Task Force was established in 2006 under the umbrella of the National Coordination Group of Water, Sanitation and Drainage. The main objectives of the Emergency Task Force is to guarantee that humanitarian response is coordinated, timely and adequate and that partnership among humanitarian actors of the sector is strengthened to make their collaborative action more effective and predictable.
